Consideration is being given to the
question of approaching the Chinese Government
in the matter of exports of arms from Germany
to China. Under Article 170 of the Treaty
of Versailles, Germany may not export arns.
The Chinese Government might therefore be asked
in their capacity of Signatories to refuse
entry to arms consigned from Germany as their
country of origin.
Before sending you instructions I should
be glad if you could ascertain from public
documents, or by discreet enquiry, what
proportion of the arms listed in the Chinese
Customs statistics for the years 1933 and 1934
as coming from Germany wore in transit, and
what proportion originated there.
